Simple is a loaded word. It is often used by clients to describe the type of website they want but simple is hard and simple is nuanced.
From a client’s point of view, they will need to have on their site: some branding, a description of what they do, and contact details along with opening hours.
From the tech side, one interpretation of simple is for websites that are static. Static sites are fast and do not typically have a control panel for owners to manage their content – though it’s not quite as simple as that…
